After being partners with the greatest Man in Black in the history of the agency, which is what Kay was, it's very difficult for Jay to find another one to fill those shoes," explains Smith.
The movie doesn't really go into those things in great detail.

There are a few very humorous moments in this second film and admittedly a few original jokes, but when the credits roll after this incredibly short movie, you feel as if youve already seen the film.

The first Men in Black was a nearly perfect summer flick - fresh, zany and full of fun.

MIB II comes across less as a seamlessly constructed movie and more as a montage of some very funny scenes interspersed with some inexplicably drab ones.
Happily for the movie and its financiers, such ambiguities do not come in the way of some rollicking fun that is as surely incapable of stretching one's grey cells as it is capable of getting the ticket registers to ring merrily.
